Application Forms - Instructions

For use in 2000 - 2006 Programme. Not for use in 2007 - 2013 Programme.

You are advised to print and read this page before downloading the software. The Interactive Application Forms (IAF) for Alternative Bidding, Co-financing, Technical Assistance, Project Closure Report and TA Project Closure Report.

If you already have one of the prior releases (issued in June 2000, January 2001, February 2001, April 2001, August 2001 and August 2002) of the ESF2000 IAF on your PC, you should replace it with the new version. Details about how to do this are given in the 'to download the ESF2000 IAF' section below.

There is also a Technical Assistance form, which is completely separate to this ESF2000 IAF and should only be used with the agreement of your Government Office, ESF Division.

System requirements

To run the ESF IAF, your PC should be :

The software has been tested on Windows 95, Windows 98, Windows 98SE, Windows 2000 Window XP and Windows NT4, and on PCs with a full developer version of Access 2000 already installed.

To download the ESF2000 IAF's

  1. You will need at least 15Mb of free space so that the file can be downloaded onto your PC and then installed.
  2. Create a folder on your C:\ drive called ESF2000Download. This is not essential but it is easier to download the file in its own folder.
  3. Download the ESF2000 IAF file from this web page into the ESF2000Download folder. (Warning : this is a very large file, over 10Mb in size. Downloading could take up to 2 hours dependant on modem capacity.)
  4. When the download has finished the folder will contain a file called setup. exe.
  5. Before installing the ESF2000 IAF, Windows 2000 users will need to log in to their PC at a level that will grant them 'Admin rights'. Contact your System Administrator or refer to your Windows 2000 installation instructions for more information.
  6. When the file has been downloaded, run the setup by either:
    • using Windows Explorer to locate the file in ESF2000Download and then double clicking it; or
    • clicking the Windows 'Start' menu button, then select the 'Run' option, then type 'C:\ ESF2000Download\setup. exe' into the 'Open' box and then click 'OK'. This will install all the files you need to operate the ESF2000 IAF.
  1. If you already have an earlier version of the ESF2000 IAF installed on your PC, the setup procedure will not delete your existing applications, but if you want to take a backup copy of these, look in the folder C:\Program Files\ESF2000 for the file called ESF2000_D. MDE and make a copy of that. Setup should detect the previous version of the IAF and will offer you the opportunity to install this new version into a different folder. Unless you have a specific reason for wanting to retain the old version, you should not choose to install into a different folder. This will ensure that you only use the latest version to produce your applications.
  2. Once you have run 'setup' you can open the ESF2000 IAF. To do this, double click on the ESF2000 Start icon which has been created on your desktop. If this icon is not on your desktop, open the Windows 'Start' menu, select 'Programs', then 'ESF2000 Interactive Form' and finally, click on the 'ESF2000 Start' Icon.
  3. Do not attempt to open the database by double-clicking it through Windows Explorer. If you do, you may find that you start up a later version of Access and the IAF, which has been developed using Access 97, will not run properly.
  4. A 'Help' file is included as part of the application. This will explain how to use the system. You can open it from within the ESF2000 IAF by clicking any of the question mark buttons, or from outside the IAF by opening the Windows 'Start' menu, selecting 'Programs', then 'ESF2000 Interactive Form' and finally, clicking on the 'ESF2000 Help' Icon.
  5. You should also print off a set of the guidance notes by going to the 'Admin' screen within the IAF and clicking the 'Print Guidance Notes' button.
To uninstall the ESF2000 IAF
  1. Use Windows Explorer to find the folder C:\Program Files\ESF2000. Double click on the file 'uninstall. exe' which is located in this folder.
  2. This will remove all files except ESF2000_D. MDE, which contains any data you have input. It will also not delete the folder. If you do not want to retain the data you can delete the folder which will also delete the data file.
